Job Summary:
OWT Global is seeking a self-driven experienced Hostile Forces – Tagging, Tracking, Locating Subject Matter Expert with an engineering background that can couple their military expertise in support of Special Operations Forces Acquisition, Technology and Logistics’ (SOF AT&L) Program Executive Office for Special Reconnaissance (PEO-SR) HF-TTL program and UAS/UsX capabilities. PEO-SR executes the acquisition of state-of-the-art sensors, command and control, recovery, and specialized communication systems across all domains to hyper-enable Special Operations Forces (SOF) personnel and units, SOF Component Headquarters, and Theater Special Operations.
In this position, you will execute tasks and activities in support of the HF-TTL program and customers; to include integrating HF-TTL projects with UAS/UsX capabilities to align with desired operational effects. Work will be performed in Tampa, Florida and requires a self-driven technical and operational professional to drive the development, test, and delivery of state-of-the-art technology solutions to the SOF enterprise.
Duties and Responsibilities:
Execute across a wide range of tasks using engineering practices and processes to determine technical needs and requirements in the acquisition, technical development, training, and sustainment of systems consistent with program objectives
Translate and document operational and user requirements into engineering, test, and evaluation requirements for the rapid acquisition of system and sub-system technology developments
Establish design criteria and requirements, and perform analysis in the development of technology from concept through the Developmental Test & Evaluation (DT&E) and Operational Test and Evaluation (OT&E) cycles to ensure the successful fielding of technology and capability
Develop and recommend TTPs and system operational employment guidelines based on developmental and final system specifications, testing results, and system capabilities to ensure SOF success
Develop and conduct training and engage in exercises and the employment of systems, as required, in support of user training and mission requirements
Conduct research and provide recommendations for the procurement of new equipment including identification of potential problem areas and viable solutions
Represent the customer as a technical SME to higher headquarters and or external agencies when requested.
Maintain familiarity with current Commercial Off the Shelf (COTS) and Government Off the Shelf (GOTS) equipment and future technology requirements coupled to advanced developments in concert with end users.
Perform duties, as required, in the planning, forecasting, configuration, and logistics of systems in development.
Basic Qualification:
U.S Citizen
TS clearance with SCI eligibility
Bachelor’s of Science in Engineering Degree from an ABET accredited university
8 or more years of combined military, intelligence community, engineering, or SOF experience
Understanding technical requirements relating to operations and CONOPs, system testing, and validation of requirements
Experience with Microsoft Office Excel, Word, and PowerPoint products
Preferred Skills and Education:
· 12+ years of combined military, intelligence community, or special operations

The Duty Controller (DC) will work with the Duty Officer (DO) and cyber security analysts to identify and correlate problems affecting Joint Deployment and Distribution Enterprise (JDDE) customers. DC activities shall include but are not limited to:
· Accepting notifications, to include Authorized Service Interruptions (ASI) requests, from the USTRANSCOM community, USTRANSCOM component commands, other combatant commands, and other global DoD customers regarding problems or questions concerning automated systems, services, or capabilities supporting the JDD
· Respond to alerts on both unclassified and classified environments (i.e., information, warning, and exceptions) and take appropriate actions associated with defined thresholds
· Coordinate approval and track status of ASI requests, and manage the ASI program
· Analyze impact from external ASIs (e.g., Service components (TCCs), Host Base, DISA)
· Utilize provided software tools (e.g., Remedy, Solarwinds, Cascade, and Situational Awareness Common Operating Picture (SACOP)) to document, monitor, and report computer network status, and serve as a knowledge base for incident/event/problem resolution
· Ensure all events opened or closed in the automated tracking system are accurate and timely
· Assist the DO in the preparation of the daily report as outlined in TRANSCOM policies and procedures
· Ensure all reports/briefings are posted and updated as outlined in the procedures
· Ensure the DO has the most current status report on all events
· Assume the service desk function from 1831 – 0629 on weekdays, and 24 hours/day on weekends and holidays.

Required Qualifications:

Assist the Supervisory Foreign Affairs Officer/Team Leader on drafting, reviewing, and amending procurement requests and other documents required to obligate funding through the Drug Supply Reduction line item, including interagency agreements, grants, and letters of agreement with international organizations, as assigned.

Required Skills and Experience

A Bachelors degree from an accredited institution.

Demonstrated experience with and knowledge of the State Department’s foreign assistance process, the structure and hierarchy of U.S. embassies, and familiarity with the interagency law enforcement community.

Demonstrated experience in writing speeches, policy or position papers, and Information Memos.
Demonstrated experience conducting policy and program analysis, including monitoring of activities in the field, meeting with government and civil society partners, and producing trip reports with recommendations for senior leadership.
Demonstrated one (01) year experience working with the Department of State.

Our Electric Construction and Operations group is seeking a Line Technician Apprentice! This challenging and rewarding career is responsible for the construction, operation, and maintenance of high voltage electric lines, both overhead and underground.You will be responsible for performing skilled activities in the installation, maintenance, switching, and removal of overhead and underground electrical distribution and transmission systems and residential and arterial street lighting systems. During the apprenticeship program, you will develop a working knowledge of line equipment, apparatus, and wiring, as well as install, maintain, test, adjust, and repair overhead and underground electrical lines. Some of the ways in which you will make an impact include:
Installing underground or overhead electrical lines by laying pipe, pulling wire, and setting meters
Constructing, maintaining, and testing electrical systems and related equipment
Repairing, maintaining, and troubleshooting street light systems, poles, luminaries, and circuits
Switching or rerouting electrical systems using proper sequencing and connections
Ensuring compliance with safety standards and work practices
Operating line construction vehicles and equipment including wire-pullers, bucket and boom trucks, and various hand tools
Preparing materials for line construction and charging materials to the appropriate job
Logging completed work orders and preparing reports
Operating equipment including backhoes, thermo scan cameras, trenchers, and hand tools

Who You Are
Relevant and progressively responsible experience in a construction or related environment

DUTIES & RESPONSIBILITIES
Program Advisory Support
• Support INL’s SME programs by coordinating with various Bureau stakeholders, conduct research, review and draft documents, anticipates next steps, and make recommendations.
• Utilize subject-matter expertise in international criminal justice and law enforcement reform, aids in drafting a variety of technical, programmatic, funding, and informational memoranda and letters related to INL doctrine and best practices.
• Conduct research into countries of interest, trends, challenges, and important developments in law enforcement, justice, corrections, and counternarcotics. Also conduct research on emerging technologies that are utilized by criminal justice authorities and by criminal groups. Prepare this information into written reports or verbal briefings, as required, and provides recommendations to the INL/KM/TAD Team Lead as a subject matter expert to address inquiries and requests for guidance from the INL Front Office, INL/KM Office Director, INL program offices and overseas sections, Congress, the press, interagency partners, and external stakeholders.
• Coordinate with other subject-matter experts in INL/KM to draft recommended guidance, handbooks, manuals, doctrine, and programmatic resources for INL program offices to improve the design and delivery of effective U.S. foreign assistance programs in the criminal justice and law enforcement sector.
• Review and analyze INL/KM policy and programmatic documents and make recommendations based on findings.
• Provide support for developing policies, including drafting documents, and conducting analyses, feasibility studies, and strategy options.
• Aid in conducting program reviews and assessments of new and ongoing programs implemented by INL/KM and makes recommendations based on findings.
• Aid in reviewing budgets and provide program estimates; evaluate program effectiveness in relation to the funding expended; aid in assessing U.S. law enforcement assistance activities to determine funding requirements and whether funding is warranted and available.
• Aid in strategic planning for INL programs, including by analyzing and making recommendations to improve Bureau-wide strategy and budget documents, and by facilitating review and input on these documents by INL/KM subject-matter experts.
• As required, prepare and process purchase requests to support INL program implementation.
• Support acquisition, including in the area of acquisition planning, such as, conducting market research and developing inputs for government cost estimates.
Administrative Support
• Conduct extensive research, draft, and coordinate clearances for detailed and accurate standard operating procedures, including all procedures for the intermittent SME program.
• Coordinate and track requests for SME support from domestic INL offices and overseas INL sections, providing recommendations based on availability of SMEs and travel, procurement and other required timelines/procedures. Work for INL/KM and regional program offices to prioritize requests for SME deployment based on policy and programming priorities for the Bureau.
• Assist with development of statement of work, findings and determinations, independent government cost estimates, action memos, and other required documents as well as assist with recruitment.
• Support and process all requirements related to on-boarding of SMEs, including, but not limited to, all paperwork, training, badging, OpenNet, ClassNet, and E2 Solutions accounts, and time and attendance.
• Liaise with INL/EX colleagues to ensure all paperwork and other actions are processed and submitted accurately and in a timely manner.
• Schedule and arrange travel for SME personnel in E2 Solutions based on general travel intentions and in accordance with appropriate travel regulations; schedule transportation and hotel/Government quarters reservations in a timely manner; notify organizations and officials to be visited; keep in touch with the staff en-route; deal effectively with security issues; prepare travel orders accurately and ensures timely submission of all receipts and other required travel documents. Stay current on travel regulations, policies, and procedures.
• Prepare, maintain, and consolidate time and attendance (T&A) data; ensure time and attendance data are prepared in accordance with established procedures and transmits data to payroll in a timely manner. Stay current on T&A procedures and resolve any issues quickly and accurately.
• Compose correspondence as directed, such as thank-you letters, acceptance of invitations, invitation letters, etc.
• Conduct research into external organizations with expertise, data, and information on trends and challenges in law enforcement, justice, corrections, and counternarcotics, as well as other topics related to INL/KM’s mission. Prepare this information into written reports or verbal briefings and provide recommendations to the INL/KM/TAD Team Lead.

MINIMUM QUALIFICATIONS
· U.S. Citizen
· A Bachelor’s degree from an accredited institution
· Two to four years’ experience in a relevant field; demonstrated knowledge of specific country issues, including specialized knowledge of international narcotics and law enforcement, or similar type programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines
· Proven knowledge of Federal policies and procedures including methods of providing

Job Responsibilities
· Placing foreign use of the cyber domain in context with other domains, means, and methods at their disposal.
· Identifying critical foreign network activities that, if disrupted, cannot be readily replaced by other means at their disposal.
· Analyzing the cyber means, methods, and access employed by state and non-state actors in support of their critical functions of logistics, leadership, weapons, logistics, finance, recruitment, propaganda, etc.
· Analyzing the full range of foreign cyber capabilities to include strategy, doctrine, and intent for cyber operations and capabilities to include cyber tools (e.g., remote, air-gap, botnets, intrusion detection, etc.) and access methods (e.g., on-site access, remote access, insider access, supply chain access, etc.) employed.

War games planner/Exercise Developer .S. Army War College Carlisle Barracks PA

Terrestris Global Solutions is seeking an Exercise Planner (Scripter, war games scenario developer) at The U.S. Army War College onsite at Carlisle Barracks Pennsylvania for a recent contract award. The USAWC educates and develops leaders for service at the strategic level while advancing knowledge in the global application of landpower. In support of the Army’s talent management efforts, USAWC is required to provide experts in various fields to assist with the execution of the Command Assessment Program (CAP). The CAP assesses officers, senior civilians, and senior non-commissioned officers for critical positions with significant responsibility for the lives of Soldiers. The USAWC supports a portion of the overall CAP which assesses officers for fitness to command Army units at the Lieutenant Colonel and Colonel levels, as well as assesses select officers and senior civilians to manage special Army programs at that same level of responsibility. This requirement fills a current manpower gap at Carlisle Barracks.
The Exercise Planner will support the Colonels Command Assessment Program (CCAP). The Center for Strategic Leadership’s (CSL) Strategic Landpower and Futures Group designs, develops, and administers the Strategic Leader Exercise (SLE) as a component of the CCAP. The SLE is designed to assess a defined set of strategic leader competencies by presenting CCAP participants with an almost overwhelming strategic scenario based in the future that must be distilled into actionable information for a senior-most Army leader.
What does your day look like:
Scenario Development. Exercise Planner shall develop scenario-based material that will be used within the SLE. This task, includes the following actions as well as the requirement to track and report progress of each action.
Exercise Planner shall conduct research into a geostrategic issue as specified by the government to uncover the most salient information and related issues for a strategic appreciation of the specified geostrategic issue. An example geostrategic issues might be along the lines of: U.S., allies’, international organizations’, neutral’s, and competitor’s interests, objectives, and friction points in the Arctic.
Exercise Planner shall examine official U.S. policy documents produced by various U.S. government entities. Exercise Planner also examine official policy documents (English language version) of other concerned nations and entities (e.g., the UN, NATO, Arctic Council, CSTO, African Union, etc.) with a stake in the designated geostrategic issue.
Exercise Planner shall examine other publicly available material that is easily accessible from public websites, periodicals, newspapers, journals, etc. with information relevant to the geostrategic issue. Exercise Planner should consult English language sources and media of foreign origin, e.g. The Times of India, China Daily, BBC, Daily News Egypt, and so on based on the research conducted, the Exercise Planner shall propose to the government and refine a taxonomy for organizing the information modules within the SLE program.
Information Modules. Based on the research specified above, the Exercise Planner shall develop scenario information in the form of information modules. Information modules consist of text or relevant graphics, charts, or diagrams and text.
Information modules shall be written in clear, easy to understand, plain English and be free of typographical errors, spelling mistakes, grammar errors, and generally free of the passive voice. In addition to information described above, each information module shall also include source documentation presented in a manner consistent with the current version of the USAWC Communicative Arts Directive (available upon request) so that the government representative can authenticate the source of the information.
Information Modules. Based on the research specified above, the Exercise Planner shall develop scenario information in the form of information modules. Information modules consist of text or relevant graphics, charts, or diagrams and text.
The Exercise Planner shall, as a member of the SLE team, support the administration of the SLE assessment by providing routine administrative and operations support to other members of the SLE team. Operations Support include two interrelated tasks described below.
Exercise Planner shall be responsible for attending the Rehearsal of Concept (ROC) drill and for attending the execution of the SLE. The Exercise Planner shall execute specific actions at the ROC drill and be responsible for the management of candidate information and for creating users and groups within the SLE program as outlined in the SLE standing operations procedures during execution of the SLE. A summary of those actions and activities follows:
ROC Drill: The ROC drill will be conducted at Ft Knox, KY, or an alternate site should the government require a different location, during the month of August.

TT SMEs shall have experience in multiple analytic fields and be capable of applying each intelligence discipline to solve complex problems. Job Requirements: Technical Targeting Subject Matter Expert (TT SME) shall possess the following qualifications:
· Shall have ten (10) or more years of operational analysis in their analytical field and five (5) years of experience in a managerial level position in support of special operations and combat overseas tours with a SMU and or SOF in an operational environment providing a direct analysis support function.
· Shall have advanced SIGINT knowledge to identify and or confirm individuals, organizations, facilities, locations, trends, or patterns of interest associated with objectives or network of interest in a collaborative environment. The contractor shall be highly proficient in utilizing current intelligence applications, tools, and databases to support target development, analytical efforts, and product development.
· Shall have a minimum of two (2) years of experience exploiting large datasets, combining data with rules, algorithms, and layering with other data types to determine future possible outcomes, applicability to assigned target sets, and implementation of data.
· Shall have advanced skillsets with the F3EAD Targeting Methodology to include broad knowledge of additional intelligence disciplines and significant demonstrable experience in their field capable of leading analytical efforts culminating in products.
· Shall have demonstrated expertise in the Intelligence Cycle, HVI Targeting, Social Network Analysis, Patterns of Life Analysis and one or more of the following areas: Human Factors Analysis, Human Terrain Analysis, SIGINT Targeting, Convergence Analysis, and Intelligence training.
· Shall possess an understanding of data structures and standards {e.g., Lists, Arrays, Stack, or Sorting and Searching), to assist in data model development necessary to support a cohesive data environment that is searchable across multiple data sets, and have the ability to evaluate new or unfamiliar datasets, for potential applicability to mission requirements, and integrate them into an analytic workflow.

Terrestris Global Solutions is seeking an Exercise Planner (Scripter, war games scenario developer) at The U.S. Army War College onsite at Carlisle Barracks Pennsylvania for a recent contract award. The USAWC educates and develops leaders for service at the strategic level while advancing knowledge in the global application of landpower. In support of the Army’s talent management efforts, USAWC is required to provide experts in various fields to assist with the execution of the Command Assessment Program (CAP). The CAP assesses officers, senior civilians, and senior non-commissioned officers for critical positions with significant responsibility for the lives of Soldiers. The USAWC supports a portion of the overall CAP which assesses officers for fitness to command Army units at the Lieutenant Colonel and Colonel levels, as well as assesses select officers and senior civilians to manage special Army programs at that same level of responsibility. This requirement fills a current manpower gap at Carlisle Barracks.
The Exercise Planner will support the Colonels Command Assessment Program (CCAP). The Center for Strategic Leadership’s (CSL) Strategic Landpower and Futures Group designs, develops, and administers the Strategic Leader Exercise (SLE) as a component of the CCAP. The SLE is designed to assess a defined set of strategic leader competencies by presenting CCAP participants with an almost overwhelming strategic scenario based in the future that must be distilled into actionable information for a senior-most Army leader.
What does your day look like:
Scenario Development. Exercise Planner shall develop scenario-based material that will be used within the SLE. This task, includes the following actions as well as the requirement to track and report progress of each action.
Exercise Planner shall conduct research into a geostrategic issue as specified by the government to uncover the most salient information and related issues for a strategic appreciation of the specified geostrategic issue. An example geostrategic issues might be along the lines of: U.S., allies’, international organizations’, neutral’s, and competitor’s interests, objectives, and friction points in the Arctic.
Exercise Planner shall examine official U.S. policy documents produced by various U.S. government entities. Exercise Planner also examine official policy documents (English language version) of other concerned nations and entities (e.g., the UN, NATO, Arctic Council, CSTO, African Union, etc.) with a stake in the designated geostrategic issue.
Exercise Planner shall examine other publicly available material that is easily accessible from public websites, periodicals, newspapers, journals, etc. with information relevant to the geostrategic issue. Exercise Planner should consult English language sources and media of foreign origin, e.g. The Times of India, China Daily, BBC, Daily News Egypt, and so on based on the research conducted, the Exercise Planner shall propose to the government and refine a taxonomy for organizing the information modules within the SLE program.
Information Modules. Based on the research specified above, the Exercise Planner shall develop scenario information in the form of information modules. Information modules consist of text or relevant graphics, charts, or diagrams and text.
Information modules shall be written in clear, easy to understand, plain English and be free of typographical errors, spelling mistakes, grammar errors, and generally free of the passive voice. In addition to information described above, each information module shall also include source documentation presented in a manner consistent with the current version of the USAWC Communicative Arts Directive (available upon request) so that the government representative can authenticate the source of the information.
Information Modules. Based on the research specified above, the Exercise Planner shall develop scenario information in the form of information modules. Information modules consist of text or relevant graphics, charts, or diagrams and text.
The Exercise Planner shall, as a member of the SLE team, support the administration of the SLE assessment by providing routine administrative and operations support to other members of the SLE team. Operations Support include two interrelated tasks described below.
Exercise Planner shall be responsible for attending the Rehearsal of Concept (ROC) drill and for attending the execution of the SLE. The Exercise Planner shall execute specific actions at the ROC drill and be responsible for the management of candidate information and for creating users and groups within the SLE program as outlined in the SLE standing operations procedures during execution of the SLE. A summary of those actions and activities follows:
ROC Drill: The ROC drill will be conducted at Ft Knox, KY, or an alternate site should the government require a different location, during the month of August.
Assistant Facilitator. The Exercise Planner shall be responsible for assisting the facilitator with managing the room in which the SLE is conducted as outlined in the SLE standing operations procedures. A summary of those actions and activities follows:
Operations Support Training. The Exercise Planner shall attend training during the rehearsal period prior to execution of the SLE.
QUALIFICATIONS:
A minimum of a High School Diploma or GED along with an Associate’s Degree in any discipline, is required.
Desired: Bachelor’s Degree or higher in a discipline relate to international relations, government, or strategic studies.
Scenario Development:
Required: At least two (2) years of experience developing, and writing scenario related materials for wargames, exercises or training simulations. Experience writing short, easy to read, summaries of important strategic issues using a variety of lenses (e.g., Diplomatic, Information, Military Economic, Financial, Intelligence, Legal, Political, Social, Infrastructure, and Physical Environment) and perspectives.
Desired: Experience extrapolating from current information to create fictitious future-focused scenarios.
Operations Support:

REQUIRED QUALIFICATIONS:
• Perform SQL Server Advanced Features like Replication and Always on as well as backups and restores.
• Setup High Availability (HA) and Disaster Recovery (DR) options for SQL Server.
• Be responsible for documenting all database maintenance procedures.
• Keep SQL servers up to date with necessary patches.
• SQL Development, write and troubleshoot SQL Code and design (stored procedures, functions, tables, views, triggers, indexes, constraints)
• Work on indexes, index management, and statistics with SQL Server tools with performance tuning and Optimization (PTO), using native monitoring, and troubleshooting tools.
REQUIRED QUALIFICATIONS:
• Minimum 7 years’ experience SQL Server administration, maintenance, Mongo DB with strong communications, analytical, planing and coordination skills.
REQUIRED EDUCATION: BS/BA STEM Degree or Related Fields.
REQUIRED CERTIFICATION(s): VMware VCP, Microsoft MCSE, CompTIA Network+
REQUIRED CLEARANCE: Secret or DoE Q or DoE L.
