DC GOVERNMENT – OFFICE OF CONTRACTING AND PROCUREMENT
The mission of the District of Columbia’s Office of Contracting and Procurement (OCP) is to partner with vendors and District agencies to purchase quality goods and services in a timely manner and at a reasonable cost while ensuring that all purchasing actions are conducted fairly and impartially. OCP’s four delivery teams (goods, services, IT and specialty equipment) make over $1 billion in purchases each year on behalf of over 50 government agencies.
The agency is in the midst of implementing exciting operational, technological and regulatory reform. The Assistant Director for Procurement will need to be a change agent, a dynamic leader and committed to service as we continue to strengthen the public’s trust in this agency. The Assistant Director for Procurement will face many challenges. The OCP has suffered from shifting leadership and continues to face strong but appropriate public scrutiny. When Mayor Adrian Fenty took office in January, 2007 he made procurement reform one of his top priorities, and the Chief Procurement Officer enjoys the unqualified support of both the mayor and the city council. Reform is underway, and many successes have already been achieved, particularly in the areas of organizational alignment, improvement in the procurement workforce, and a properly balanced regulatory environment.

The Assistant Director for Procurement must (1) have exceptionally strong leadership skills, (2) have a demonstrated ability to make an organization more efficient in its procurement practices; (3) be a hands on manager; (4) have a minimum of three years senior-level procurement experience, preferably in the public sector; and (5) possess a detailed understanding of current issues in the government procurement arena. The ideal person for this position will have a demonstrable mastery of the body of knowledge attendant to public procurement, for example being professionally certified in purchasing or a related field. The Assistant Director will be responsible for leading a buying staff of nearly 70 personnel. He or she must understand, advocate for and guide staff toward public procurement best practices.
The Assistant Director for Procurement will serve as consultant and advisor to the Chief Procurement Officer and the heads of District agencies on contracting and procurement matters. As such, the Assistant Director is responsible for efficient and effective management of the contracting and procurement process, and is expected to apply an unqualified degree of integrity, initiative, foresight, and judgment in executing responsibilities.
Other duties include setting and monitoring appropriate operational standards and goals as well as mentoring and developing the personnel he or she leads. The Assistant Director for Procurement will also direct the research and analysis of existing and proposed governmental policies and legislation that affect functions and activities for the Office of Contracting and Procurement. The District’s government procurement activities must be in compliance with the Procurement Practices Act which is the current government procurement code for the District. The starting salary for this position will be between $109,000 and $130,000.

1. Intelligence Planner JIEDDO requires the services of an intelligence planners for strategy and plan development. The intelligence planner will develop and maintain intelligence plans required by DoD Directives, regulations, orders or other formal guidance. PROJECT GOALS AND OBJECTIVES
The objective of this project is to accomplish the following goals:

• Plan, and implement bioenvironmental engineering activities, for garrison activities and in support of deploying/returning personnel, to meet the requirements of Air Force and government requirements.
• Maintain industrial hygiene and environmental monitoring programs in accordance with Air Force standards.
• Conducts surveys to identify chemical, biological and radiological contaminants to protect military and civilian personnel and the public.
• Maintain the occupational health program to meet the requirements of Air Force, OSHA, and other government requirements.

BIOENVIRONMENTAL ENGINEERING TASKS
The contractor shall conduct the following tasks necessary to achieve the stated objectives of this project. Deliverables from these tasks will consist of technical reports/memos, with the completion of Air Force forms, input of data into the appropriate databases, and updating of case files. Analyzes and interprets data from various sources. A minimum of three years of experience in the field or a related area is desirable. Must be familiar with Bioenvironmental Engineering concepts, practices, and procedures. May direct or lead the work of others. A wide degree of creativity and latitude is expected.

Industrial Hygiene Evaluations
The Contractor shall perform industrial hygiene survey studies to determine workplace monitoring requirements and control of industrial hazards. The contractor shall work with BEE in conducting detailed engineering assessments at Whiteman AFB facilities by collecting industrial hygiene data on chemical exposures, noise, ionizing and non-ionizing radiation hazards, ventilation, air quality and thermal stress to assess the degree of hazard and determine controls. The contractor shall then input the data into the ESOH-MIS database ensuring all shop-process-controls-hazards are included for all Category 1, 2 and 3 workplaces. To optimize this effort, the Contractor will build on previous efforts including the developed Occupational Health Templates, the ESOH-MIS transition tool, and local ESOH databases (DOEHRS and AF-EMIS). The Contractor shall be knowledgeable in the usage of all BE equipment. The Contractor shall prepare a technical report for each evaluation conducted when directed by the Bioenvironmental Engineer or his designee.
Program Management, Administration, Radiation Protection Program
The Contractor shall assist in performing radiological health functions by developing or maintaining an inventory of all radiation sources, both ionizing and non-ionizing on the installation. The Contractor shall survey facilities, equipment, material and operations for ionizing and non-ionizing radiation hazards and monitor radioactive shipments to ensure compliance with current radiation licensing, health and permit standards. The contractor may be required to assist in the investigation of suspected over exposures and assist base activities in implementing the radiation protection program and correcting program deficiencies.
Monitoring and Evaluations
The Contractor shall assist the BEE staff in monitoring environmental conditions on the installation. This includes evaluating drinking water quality for the installation water supplies as well as bathing areas such as swimming pools. The contractor shall assist in conducting water pollution surveillance and sampling. This monitoring shall include evaluation of facilities, equipment, and sanitary practices to assess compliance with public health standards.
Training
The Contractor shall provide training and fit-testing on respiratory protection devices to include gas mask fit-testing for both peacetime and wartime scenarios. The Contractor shall use qualitative and quantitative procedures to provide fit-testing to installation personnel. The contractor shall input data from training performed into a database to track training certification and status.
Occupational Health Programs
The contractor may be required to participate in BEE occupational health programs to include providing survey data, technical advice, and individualized instruction. Contractor will present technical data from assessments performed and provide input to recommendations for the Occupational Health Working Group (OHWG). Responsibilities include investigation of workplace hazards in order to determine protective measures for the fetal protection program. The Contractor shall provide technical data and completed AF forms/case file documentation on AF Forms for inclusion into the bioenvironmental Engineering case files.
Occupational Illnesses
The contractor shall participate in investigations for prompt identification, evaluation, and reporting of occupational illnesses. The contractor shall work with the PH office to promptly report any occupational illnesses in accordance with Air Force and other requirements. The Contractor shall provide technical data and completed forms/ documentation consistent with the base occupational illness surveillance program.

for developing, reviewing and providing input to integrated schedules, test
plans, and other testing documents. Individual will be responsible for
advising MDA/DTR in matters pertaining to flight test resources and
providing technical analysis and assessments as required to determine the
appropriate flight test infrastructure. Responsibilities includes the
ability to develop test resource architecture, schedule test resources,
review System and Element test documentation, support various working groups
and Integrated Product Teams, and develop briefings for senior leadership as
well as providing briefings to senior leadership on issues pertaining to
test resources. The position requires the ability to travel to support
meeting and reviews.
